Columbia Gathering Discount Posting

The Gas and Oil Association of WV wishes to inform all Producers, Marketers, and Shippers of gas flowing on Columbia Transmission pipelines of the following postings:   http://www.columbiapipeinfo.com/infopost/

Columbia Gas Transmission, LLC (“TCO”) is moving into effect on February 1, 2021, subject to refund, the revised transmission, storage, and gathering rates filed with the Federal Energy Regulatory Commission (“FERC”) on July 31, 2020 in Docket No. RP20-1060-000 under all Rate Schedules.
TCO is notifying customers that, pursuant to Section 20 of the General Terms and Conditions of TCO’s FERC Gas Tariff (“Tariff”), TCO is offering a blanket discount for the gathering rate such that it is equal to the generally applicable firm recourse rate of $8.030, and the interruptible recourse rate of 27.00 cents, in effect on January 31, 2021, with such discount assessed according to Part V.14 of TCO’s Tariff on service provided during the month of February 2021 only.
Each shipper desiring the aforementioned gathering discount rate for the month of February 2021 must communicate with TCO by electronic mail (e-mail) at CapacityRequest@tcenergy.com accepting the above-described discount offer and providing its contact information by February 26, 2021. Shippers acknowledge that said email response shall constitute a written agreement between TCO and the responding Shipper with regard to the discounting of Shipper’s gathering rate for the month of February 2021, as contemplated by Section 20 of the Tariff.

Updated Information on PPP Loans

This morning the GO WV office received the information below from the office of Senator Shelley Moore Capito and we want to share this update with you as quickly as possible.

Earlier this week the SBA updated documents providing information to potential PPP borrowers, both first and second draw borrowers. I thought this information might be helpful to many of you as I know there are a lot of questions about how to calculate your loan. The bullets below include both a link to the landing page for each draw as well as a link to the specific documents with questions about loan calculation.  Some people have had issues with the chrome extensions for the documents so I’ve attached PDF versions as well.

  • First Draw PPP Loans: Although much of the attention for the PPP program has focused on the second draw, the program is still available for first time borrowers. In fact, based on information in this document, the SBA has taken significant strides to create opportunities for new businesses formed in early 2020 to be able to take advantage of the PPP program. Specifically questions 10 and 11 in the aforementioned document provide guidance on how to calculate your potential loan amount.
  • Second Draw PPP Loans: for those businesses that already secured a PPP loan in 2020, the SBA has opened the portal for second draw loans on January 13, 2021. This document provides detailed answers to questions about how to apply for funding and how to properly calculate your loan. I would encourage you to review this carefully as some of the parameters for how to calculate your loan eligibility may have changed since you applied for your first PPP loan. For example, I’ve talked with several businesses that are structured as a sole proprietor but they also have employees. Under the current terms of the program, you can apply for a PPP loan that is based off of the businesses net income and the average monthly payroll.  The second draw loans also feature a multiplier of 3.5 for accommodations and food services sector businesses.
